Pakistan’s trade-remedy regime—principally the Anti-Dumping Duties Act, 2015, the Countervailing Duties framework, and Safeguard Measures under WTO disciplines—empowers the National Tariff Commission (NTC) to investigate dumping, subsidisation, and import surges, determine injury, and impose duties or safeguards to restore fair competition. Effective advocacy requires mastery of WTO methodology (normal value/export price, subsidy pass-through, injury and causation) and close management of data, verifications, and hearings.
