Sindh High Court at Karachi on 13.08.2021 issued notices to the Chairman of Pakistan Agricultural Research Council (PARC) as well as the Deputy Attorney General of Pakistan on a Constitutional Petition filed by a retired civil servant/Senior Scientific Officer. The Petitioner engaged Barrister Junaid Ahmed along with Barrister Umair Usman before the Sindh High Court to pursue the case. The next date of hearing is fixed for 23.08.2021, and the Court asked the listed Respondents to furnish their written comments before the Sindh High Court.
By way of background, the issue arises when the Petitioner, being aggrieved by the notice passed by PARC, was unlawfully, arbitrarily, and malafidely threatened that PARC may withdraw his two promotions awarded approximately 17 years ago, i.e., in 2004 to BS-17 and in 2012 to BS-18, in blatant violation of the law, service rules, and the Constitution. The withdrawal of promotions does not directly violate the fundamental rights of the Petitioner, but the act would directly affect his pension.
