Sindh High Court at Karachi on 23.08.2021 restrained Pakistan Agricultural Research Council (PARC) from taking “any coercive action” against the retired Civil Servant/ Petitioner.

By way of background, the Constitutional Petition was filed by a retired civil servant who last served as the Senior Scientific Officer. The issue arises when the Petitioner being aggrieved with the notice passed by PARC whereby it unlawfully, arbitrarily and malafidely threaten the Petitioner that PARC may withdraw his two promotions awarded to him approximately 17 years ago i.e. in the year 2004 to BS-17, and in the year 2012 to BS-18 in blatant violation of the law, service laws and Constitution.

The Petitioner engaged Barrister Junaid Ahmed along with Barrister Umair Usman before the Sindh High Court to pursue its case. It must be noted that the withdrawing of promotions are not against the fundamental rights of the Petitioner but the act shall directly affect the pension of the Petitioner.
